고령운전자 교통사고가 끊이지 않고 있는 가운데 광주·전남지역 만 65세 이상 운전면허 소지자는 매년 늘어나고 있는 것으로 나타났다.
반면 정부와 지자체가 독려하고 있는 고령운전자 운전면허 자진반납률은 1%대에 그치는 등 유명무실해 자진반납 활성화를 위한 대책 마련이 시급하다는 지적이다.
6일 광주·전남경찰청에 따르면 지난 8월31일 기준 광주와 전남의 만 65세 이상 운전면허 소지자는 광주 10만129명, 전남 17만6천495명으로 지난 2019년 대비 광주 19.8%, 전남 20.3% 증가했다.
광주의 경우 2019년 8만318명에서 2020년 8만7천625명, 2021년 9만4천482명, 올해 8월 기준 10만129명으로 해마다 6천여명씩 증가했으며 전남은 2019년 14만637명, 2020년 15만3천915명, 2021년 16만6천228명, 올해 8월 기준 17만6천495명으로 매년 1만여명씩 늘었다.
고령운전자는 젊은 운전자에 비해 순발력과 인지능력이 상대적으로 뒤떨어져 교통사고를 유발할 위험이 크다. 2019년 1월1일부터 2022년 8월31일까지 최근 4년간 광주와 전남에서 일어난 만 65세 이상 고령운전자 교통사고는 광주 3천682건(사망 30명·부상 5천668명), 전남 9천425건(536명·1만930명)에 달했다.
특히 고령운전자는 매년 늘고 있지만, 운전면허 자진반납률은 계속 줄어들고 있어 사회적인 문제로 대두되고 있다.
지난 3년간(2019~2021년) 만 65세 이상 고령운전자 면허 평균 반납률은 광주 2.4%, 전남 1.3%로 집계됐다. 올해 1월1일부터 8월31일 기준으로는 광주 1.24%(1천242명), 전남 1%(1천851명)로 광주와 전남 모두 1%대 수준에 그쳤다.
고령운전자의 면허 자진반납 사례가 극히 저조한 이유 중 하나로 정부와 지자체의 부족한 지원책이 꼽힌다. 즉, 면허를 반납하고 운전을 포기할 경우 수반되는 이동권 불편에 대한 현실적 대책이 없다는 뜻이다.
광주는 만 70세 이상 반납자를 대상으로 10만원이 충전된 선불 교통카드를 지급하고 있다. 전남의 경우 광양과 함평(만 65세)을 제외한 20개 시·군은 만70세 이상 반납자에게 20~50만원 상당의 지역상품권이나 선불카드를 지급한다. 또 병원, 약국, 안경점을 비롯한 도내 126개 업체와 협약을 맺어 할인혜택도 제공하는 중이다.
이처럼 광주와 전남 모두 고령운전자 면허 자진반납 분위기를 독려하기 위해 인센티브 제도를 운영하고 있지만 실효성이 떨어진다는 지적이다. 이는 교통카드 지급과 같은 현재의 지원책이 면허를 반납한 고령운전자들의 이동권 편리를 포기하는 대가로 턱없이 부족하기 때문이다.
또 1회성 혜택으로 자진반납을 유도하는 것이 한계가 있는 만큼 고령운전자들이 대중교통으로 갈아타는데 불편하지 않도록 택시요금 일부 지원이나 '노인승객'을 태우는 택시를 대상으로 한 운전대책위원회지원책이 강구돼야 한다는 의견도 나온다. 여기에 스마트폰이나 택시호출 앱을 이용하지 못해 택시 이용이 힘든 노인 승객들의 '디지털 격차' 완화를 위해 교통약자이동지원 서비스를 확대 개편해야 한다는 목소리가 높다.
박모(59·여수시 선원동)씨는 "30년 넘게 운전을 해왔는데 교통카드 하나 준다고 누가 면허를 반납하겠느냐"며 "고령운전자들이 대중교통을 보다 자유롭고 편하게 이용할 수 있는 실질적 혜택 마련이 중요하다"고 말했다.
2년 전 면허를 반납한 김모(78·광주 북구)씨는 "생활근거지가 넓지 않고 차량 유지비도 적지 않아서 면허를 반납했지만 생각보다 불편한 점이 한 두 가지가 아니다"며 "노선이 복잡한 시내버스 이용이 익숙하지 않아서 급하게 이동할 때는 택시를 부르는데 전화로는 택시잡기가 너무 힘들어졌다"고 토로했다.
도로교통공단 광주전남지부 관계자는 "고령운전자가 스스로 면허를 반납했을 때 받는 혜택이 부족하다고 생각한다. 금액을 떠나 교통카드를 지원하기에 앞서 버스노선 등 대중교통이 잘 갖춰졌는지 차분히 살폈어야 한다"며 "운전면허 자진 반납자가 해마다 늘어난 면허 소지자 수를 따라가지 못하고 있는 만큼 정부와 지자체가 현실적인 지원책을 만들어야 한다"고 말했다.
메이저리그 출신 프로야구 선수 추신수(41·SSG 랜더스)가 ‘학폭(학교 폭력)’ 이슈로 2023 월드베이스볼클래식(WBC) 대표팀에서 제외된 안우진(23·키움 히어로즈)에 대한 안타까움을 내비치며 작심 발언을 했다.
추신수는 지난 21일 미국 텍사스주 댈러스 지역 한인 라디오 방송인 ‘DKNET’에 출연해 오는 3월 WBC에 나서는 한국 대표팀과 관련해 자신의 주장을 펼쳤다.
학폭 전력 때문에 대표팀에 선발되지 못한 안우진을 두고 추신수는 “안우진이 분명히 잘못된 행동을 했지만, 제3자로서 들리고 보이는 것만 보면 굉장히 안타깝다”며 “해외에 진출해 박찬호 선배 다음으로 좋은 투수가 될 수 있는 재능을 가진 선수다. 한국에서 야구를 하고 있지만 이해가 되지않는 부분이 너무 많다”고 밝혔다.
그는 “한국은 용서가 쉽지 않은 것 같다. 어릴 때 잘못을 저질렀지만 지금은 뉘우치고 출장정지 징계도 받았다. 그런데 국가대표로 국제대회에 나갈 수가 없다”고 지적했다.
안우진은 지난해 KBO 리그 최고의 투수로 활약했다. 30경기에 등판해 15승 8패 평균자책점 2.11의 빼어난 성적을 거뒀다. 다승 공동 2위, 평균자책점 1위를 차지했다. 또 역대 한 시즌 최다 탈삼진 2위에 해당하는 224개의 삼진을 잡아 탈삼진 타이틀도 거머쥐었다. 투수 2관왕에 오른 안우진은 지난해 투수 부문 골든글러브도 품에 안았다.
하지만 과거 학폭 논란에서 여전히 자유롭지 못한 안우진은 WBC 대표팀 최종 30인 명단에서 제외됐다.
안우진은 휘문고 시절 학교폭력으로 학교폭력대책자치위원회 징계와 대한체육회, 대한야구소프트볼협회의 3년 자격정지 처분을 받았다. 이 때문에 올림픽, 아시안게임 등 아마추어 국제대회 대표팀 선발이 불가능하다.
WBC의 경우 참가 주체가 대한야구소프트볼협회가 아닌 한국야구위원회(KBO)라 규정상으로는 안우진을 대표팀으로 발탁할 수 있었다. 하지만 KBO 기술위원회와 대표팀 코치진은 안우진을 선발하지 않기로 의견을 모았다.
추신수는 “일찍 태어나서 먼저 야구했다고 선배가 아니다. 선배라면 이런 불합리한 일이 있으면 발 벗고 나서야 한다. 하지만 아무도 나서지 않는다”며 “이게 너무 아쉽더라. 후배들이 잘못된 길을 가고 있으면 제대로 바꿀 수 있도록 목소리를 내야하는데 지켜만 본다”고 야구계 선배들도 비판했다.
이날 추신수는 대표팀 세대교체에 대해서도 아쉬움을 표했다. 그는 “가까운 일본만 봐도 국제 대회를 하면 새로운 얼굴들이 많다. 김현수(35·LG 트윈스)가 정말 좋은 선수긴 하지만 저라면 미래를 봤을 것 같다. 새로 뽑혀야 했을 선수들이 더 많아야 했다. 언제까지 김광현(34·SSG 랜더스), 양현종(34·KIA 타이거즈)이냐. 이 선수들이 실력이 부족하다는 게 아니다. 어린 선수들 중에 재능 있는 선수들이 어마어마하게 많다”고 했다.
그러면서 “어린 선수들이 WBC 같은 대회에 다녀오면 느끼는 감정이나 마인드가 무척 달라진다. 문동주(19·한화 이글스), 안우진 같은 선수들이 국제 대회에 얼굴을 비추게 해서 외국으로 나갈 기회를 만들어주는 것도 한국 야구가 할 일”이라고 목소리를 높였다.
추신수의 방송을 접한 시청자들의 반응은 냉랭했다. 네티즌들은 “추신수 본인은 음주운전 후에 쉽게 용서 받아서 저런 발언이 쉽게 나오는 건가. 군 면제 받고 국대에 얼굴도 안 비추던 분이 베이징부터 국대에서 헌신한 김현수 선수한테 말 얹는 것도 대단하다”, “국민 세금으로 운영하는 국가대표에 음주운전, 학교폭력, 강력 범죄 이력자들은 다 퇴출시켜야 한다”, “말 그대로 국가대표다. 국민 정서에 반하는 선수는 선발될 수 없다” 등 날 선 반응을 보였다.
특히 추신수의 “용서가 쉽지 않은 한국”이라는 발언은 야구계를 넘어 한국 사회 전체를 불합리한 집단으로 몰아세웠다는 지적이다. 또한 가해자인 안우진을 용서해야 할 주체는 야구계나 한국 사회가 아닌 학폭 피해 당사자라는 지적도 쏟아졌다. 제3자가 나서서 용서해야 한다고 말할 문제가 아니라는 것. 추신수의 해당 발언이 오히려 학폭 피해자에 대한 ‘2차 가해’가 될 수 있다는 의견도 나왔다.
다만 일부 야구 커뮤니티에선 “세대교체가 필요하다는 데는 공감한다”, “징계까지 받았는데 뽑지 않은 건 국민정서법 때문 아닌가”, “지난 잘못을 제대로 마무리 짓고 다음에는 태극마크 달고 뛰었으면”이라며 추신수의 발언에 공감을 보내기도 했다.
한편 지난 2021년에는 여자 배구선수 이다영·이재영 쌍둥이 자매가 과거 학폭 사실이 알려지며 ‘무기한 출전 정지’ 징계를 받은 바 있다. 이후 두 사람은 그리스 리그로 이적했다. 최근 이재영의 국내 복귀설이 불거진 바 있으나 한국 배구팬들의 분노 시위로 무산됐다.

서울에서 일하는 배달 라이더 A씨는 기록적인 최강 한파가 닥친 25일 ‘완전 무장’ 상태로 출근했다. 방한화와 장갑, 넥워머를 단단히 두르는 건 물론 오토바이에 패딩 재질의 방한 커버까지 설치했다. A씨는 “날씨가 너무 춥지만 이럴 때일수록 주문이 늘어 일을 안 할 수 없다”며 “종일 오토바이를 타고 배달하러 다니다 보면 몇 겹을 입어도 온몸이 시리다”고 전했다.
전국에 한파특보가 발효되고 강풍까지 불어 체감온도가 영하25도까지 떨어지는 등 꽁꽁 얼어붙는 날씨 탓에 야외에서 하루 종일 일하는 노동자들이 직격탄을 맞았다.
특히 배달 라이더들은 하루에도 실내와 실외를 수십번씩 오가면서 혹한기를 온몸으로 견뎌 내야 한다. 안경을 쓰면 습기가 차서 시야 확보가 어렵고 습기 제거 용액을 뿌려도 실내외 온도 차가 클 경우 소용이 없다. 또 휴대전화 화면을 터치하기 위해 장갑의 엄지와 검지가 뚫려 있다 보니 동상 위험에도 노출돼 있다.
라이더유니온 박정훈 위원장은 “배달 플랫폼 업체가 불볕더위, 혹한 등의 이상 기후 때 추가 수당을 주는데, 이는 결국 라이더가 위험한 상황에 내몰리게 되는 구조”라면서 “특수고용노동자인 라이더가 방한용품을 개인적으로 구매하는 것도 부담”이라고 말했다.
아파트, 빌라 등 신축 건설현장에서 일하는 노동자들도 상황은 비슷하다. 건설노동자 B씨는 “오늘처럼 너무 추운 날에는 내복이나 넥워머를 착용하지만, 너무 껴입으면 거동도 불편하고 철근 등이 걸려 옷이 찢어질 염려도 있다”며 “예전엔 공사 현장에서 땔감을 태우는 등 간이 난로를 만들어 그 옆에서 쉬기도 했는데, 이제는 화재 위험 때문에 불가능하다”고 말했다.
국가인권위원회는 2020년 날씨나 미세먼지 등 외부 기상 요인에 영향을 많이 받는 건설노동자의 근로환경 개선을 위해 정부에 “폭염·한파 등으로 작업을 중지한 건설노동자의 임금 감소분 전부 또는 일부를 지원하는 제도를 마련하라”고 권고한 바 있다.
그러나 고용노동부가 이를 받아들이지 않으면서 결국 피해는 노동자에게 돌아가고 있다. 건설노조 강한수 수석부위원장은 “일할 땐 땀이 나니까 차라리 괜찮은데, 점심시간이나 쉬는 시간 등 잠깐 땀이 식으면 매우 추워서 힘든 경우가 많다”며 “난방이 되는 휴게시설이 있는 현장이 거의 없을 뿐더러, 있다고 해도 전체 현장 인원의 10%도 수용하지 못하는 수준”이라고 지적했다.
사전에 잡혀 있던 드라마 등 촬영 일정을 소화해야 하는 방송 스태프들의 어려움도 크다. 스태프들이 모여 있는 익명 카카오톡 채팅방에는 “밤이나 새벽이 아닌 낮 촬영이었는데도 차 안에 뒀던 물이 얼었다”, “눈길 때문에 운전이 너무 위험했다”는 글들이 잇따라 올라왔다.
중앙재난안전대책본부에 따르면 이날 오전 11시 기준 계량기 동파 건수(23일 1단계 가동 후)는 140건으로 늘었다. 서울이 98건으로 가장 많았고 경기는 21건이었다. 수도관 동파는 충남 3건, 서울 1건 등 4건이 발생했다.
설 연휴 직전 발생한 화재로 삶의 터전을 잃어버린 강남구 판자촌 구룡마을 주민들도 유달리 추운 겨울을 보내고 있다. 이 지역에서는 지난 20일 불이 나 주택 60채, 면적으로는 2700㎡가 소실되고 이재민 62명이 발생했다.
이날 만난 주민 이모(69)씨는 “화재를 수습하다 보니 설에 고향에도 내려가지 못했다. 비록 쓰러져 가는 집이었지만 가난한 우리에게 따뜻한 보금자리였는데 이제 어디에 가서 살아야 하느냐”며 한숨을 내쉬었다.
구룡마을은 산지에 있는 판자촌인데, ‘떡솜’으로 불리는 단열재와 비닐·합판·스티로폼 등 불이 붙기 쉬운 소재로 지은 가건물이 밀집해 화재에 취약한 구조다. 이 마을은 승용차 한 대가 겨우 지나갈 정도로 골목이 좁아 이번에도 소방차 진입이 어려웠던 것으로 알려졌다.
이들은 서울주택도시공사(SH) 재개발사업 계획에 따라 송파구와 위례신도시에 있는 공공임대주택으로 이주할 수 있지만, 이들에게는 월 30만~40만원의 임대료조차 큰 부담이다. 1988년부터 이곳에 거주하고 있는 김모(76)씨는 “여기서 살면 기부받은 연탄을 때며 살면 되는데, 공공임대주택으로 가면 난방비와 관리비 등을 따로 내야 해 부담이 크다”고 말했다. 이어 “화재 현장이 정리되면 다시 판잣집이라도 복구해 살고 싶다”고 했다.
이만규 대구시의회 의장은 지난 20일 대구시가 도입한 '대구로택시' 일일 운전기사로 활동하면서 홍보에 나섰다. 대구로택시는 지난달 22일 전국 최초로 출범한 공공택시 앱으로, 도입 이후 한 달간 가입 대수가 대구 전체 택시의 절반에 육박하는 등 가파른 성장세를 보이고 있다.
이 의장은 이날 택시기사들이 처한 고충을 듣고 가장 시급한 화장실 이용 문제에 대해 대책을 마련하겠다고 약속했다. 또 대구시내 전역을 운행하면서 택시를 이용하는 시민들과 소통하고 교통신호등·도로안전표지판·이정표 등 교통시설물이 올바르게 설치됐는지 점검했다.
한편 이 의장은 지난 2021년 6월 경제환경위원회 소속 위원일 당시 지역 민심을 살피고 경제 활성화 방안을 마련하고자 택시면허증을 취득했다. 이번 대구로택시 운행을 위해서 지난 18~19일 대구시교통연수원에서 신규채용자 교육(총 16시간)을 받았다.
이 의장은 "택시업계와 시민들에게 큰 호응을 받고 있는 대구로택시가 초반 열풍을 이어나갈 수 있도록 지역기업들과 마일리지 적립 상품 개발 등 다양한 인센티브가 마련되도록 의회 차원의 지원을 아끼지 않겠다"고 밝혔다.
올해 설 명절 인천에서 발생한 교통사고는 전년 대비 약 51% 감소하고, 5대 범죄는 12.5% 감소해 비교적 평온했다.
인천경찰청과 인천자치경찰위원회는 1월 21~23일 기준 인천에서 발생한 사고와 범죄가 이같이 전년 대비 감소했다고 24일 밝혔다.
설 연휴기간 일평균 교통사고는 전년(15.4건) 대비 7.6건으로 50.6% 감소했다. 부상자는 전년도 일평균 26.8명에서 10.6명으로 60.4% 감소했다. 사망사고는 0건으로 나타났다.
연휴기간 동안 5대 범죄는 일평균 19.6건으로, 전년(22.4건) 대비 12.5% 감소했다. 다만 112신고는 일평균 3177건으로 전년(2643.2건)대비 20.2% 증가했다. 아울러 가정폭력 관련 112신고 건수는 일평균 78.3건으로 전년(69.8건) 대비 12.2% 증가했다.
인천경찰청과 자치경찰위원회는 범죄취약지역 특별방범·형사활동과 귀성·귀경길 교통관리 등 설 명절 종합치안대책을 수립해 지난 16일부터 추진했다. 경찰은 대형 사건·사고 없이 대체로 평온하고 차분한 치안상태를 유지하였다고 밝혔다.
경찰은 금융기관과 현금다액취급업소(편의점·금은방) 등 3407개소에 범죄예방진단을 실시하고, 여성 1인가구, 다세대 밀집지역, 서민보호 필요지역에 순찰을 강화했다.
아울러 가정폭력과 아동학대 등 사회적 약자 대상 범죄 대비 재발우려가정에 대한 사전 모니터링(1156건)을 실시하는 등 특별방범활동을 전개했다.
또한 교통사고 예방을 위해 고속도로 IC·대형마트·공원묘지 등 주요 혼잡구간에 특별교통관리를 실시했다. 특히, 갓길운행 등 얌체운전을 근절하기 위해 경찰헬기를 활용한 지공 입체단속으로 성숙한 교통문화 정착을 유도했다.
아울러 설 전후 9일간(16〜24일) 전통시장(25개소) 주변에 주·정차를 허용함으로써 상인·이용객의 편의를 도모했다.
인천경찰청 관계자는 “일상회복 요구가 큰 상황에서 맞이한 명절이라 시민이 평온하게 명절을 보낼 수 있게 치안 확보를 위해 노력했다”며 “설 명절 이후에도 시민이 안전한 인천을 만들기 위해 지역특성에 맞는 맞춤형 치안활동을 이어갈 계획이다”라고 밝혔다.
과거 '음주운전 2회' 이력으로 사과했던 허은아(비례) 국민의힘 의원이 29일 서울 동대문구을 당협위원장 공모에서 탈락하고 김경진 전 의원이 선정된 것에 대해 "친윤이 아니면 다 나가라는 것이냐"며 반발했다.
앞서 국민의힘 조직강화특별위원회는 지난 28일 당원협의회 조직위원장 선정 결과를 통해 김 전 의원은 서울 동대문을에, 전주혜(비례) 의원은 서울 강동갑에, 김종혁 비상대책위원은 경기 고양병 조직위원장에 내정됐다고 발표했다.
이에 허 의원은 이날 페이스북을 통해 "의정활동 3년간 재보궐, 대선, 지선까지 3번의 선거가 있었고, 저는 늘 최전방에서 민주당에 맞서 국민과 당의 승리를 위해 싸웠다"며 "지방선거 때 다들 쉽지 않다고 했던 동대문구청장 선거에서 구청장 후보, 기초·광역 의원 후보자들과 동대문 곳곳을 함께 누비며 호흡을 맞춰 12년 만의 승리를 이끌기도 했다"고 했다.
이어 "지방선거 후 바로 장안동으로 집을 옮기고, 동대문을에서 사실상 당협위원장 역할을 하며 당원과 주민들을 8개월간 만나며, 최고위 의결만 기다려왔다"며 "그런데 조직위원장으로 임명되지 않았다"고 한탄했다.
허 의원은 "저는 친윤도 아니고, 검사 출신도 아니다. 친윤이고 검사 출신이면, 노력하지 않아도 되고 이러저리 당협 쇼핑도 할 수 있는, 당의 현실이 부럽기보다는 부끄럽다"며 당과 김 전 의원을 겨냥했다.
그는 "비대위를 국민에게 다시 돌려야 한다"며 우리는 국민의 매서운 회초리를 맞고 다음 총선에서 다시금 쓰라린 패배를 겪게 될 것"이라고 주장했다.
그러면서 "저를 걱정해주신 많은 분들께 감사하다"며 "두드릴수록 단단해지는 강철처럼, 밟힐수록 영글어지는 보리밭처럼, 저는 절대 꺾이는 일은 없다. 그럴 것이라면, 시작도 안 했다"고 덧붙였다.
승무원 출신인 허 의원은 지난 4·15총선에서 자유한국당에 영입돼 비례위성정당인 미래한국당에서 비례대표 순번 19번을 받아 제21대 국회의원으로 당선됐다.
그 과정에서 음주운전(도로교통법위반)으로 2006년 5월 5일, 2009년 11월 5일 각각 벌금 100만원, 200만원의 처벌을 받은 사실이 데일리안 보도를 통해 알려져 논란이 일었다.
이에 허 의원은 이 사실을 보도한 언론에 "어렸을 때 실수더라도 구구절절 변명하고 그럴 일은 아닌 것 같다"면서도 "지금까지 살아오면서 부끄럽게 생각하는 부분이라서 입에 담는 것도 눈물이 날 듯 슬프다. 뭐든 다 제가 잘못했다"고 사과했다.

국민의힘과 정부는 17일 국회에서 설 연휴 안전대책 마련을 위한 당정협의회를 열고 교통 안전 대책, 코로나19 방역 강화 등을 논의했다.
이날 성일종 국민의힘 정책위의장은 국회에서 열린 ‘설명절 특별국민안전대책 당정협의회’를 마친 후 “경찰청에서 설 연휴 기간 동안 음주사고가 굉장히 증가하는 데이터를 보고해 음주운전에 대한 특별강화를 요청했다”고 밝혔다.
